In an effort to ensure strict monitoring of sex determination of foetuses, veterinary clinics that perform ultrasounds on animals in Delhi, now have to get registered under the Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act.

Misuse of Technology

“The imaging technology for ultrasound is same for animals and humans. So technically, the ultrasound machines used by vets can be misused for identification of sex of human foetuses,” said a health department official, explaining the reason for the order covering veterinary clinics.

The order to register ultrasound machines used by all veterinary practitioners registered with the Delhi Veterinary Council was issued recently by Delhi government’s family welfare department to district commissioners and district health officials.

PCPNDT Act Mandates some guidelines

Veterinary practitioners have also been directed to display a statutory notice, stating they do not disclose the sex of the foetus.

Veterinarians who have a Bachelors in Veterinary Sciences or Animal Husbandry are eligible to perform ultrasounds on animals. Sources said the clinics have also been asked to provide monthly reports on tests performed on their ultrasound machines, and follow other directions of ultrasound machines registered under the Act, including the ban on portable machines.

The PCPNDT Act, which aims to prevent sex determination and female foeticides, states in section 18 that all centres having any scanner or imaging technology “capable of undertaking determination of sex of the foetus and sex selection” have to be registered.

“This definition includes veterinary ultrasound machines, and other advanced forms of imaging technology. To ensure stringent monitoring and zero tolerance for sex determination, these guidelines have been issued this year,” said the official.

At the healthcare facilities department’s meetings, it emerged the monitoring mechanism was concentrating on ultrasound machines. “We have been conducting random checks and monitoring reports, but only from radiologists with ultrasound machines already registered under PCPNDT Act,” the official said.
